My theory is that because the rating is only supposed to go to 20, it is capped there by some line of code or something, to prevent players who produce a lot of one kind of unit to reach levels above 20, and therefore be able to produce certain units instantly as I am trying to do. I tried many different ratings, all with the same result. My practical ratings under my technology panel all read as 99 as well in the production panels it says "infantry practical reduces the production time/cost by 99%" however the time still reads as something like 62 days. I however got the brilliant idea to simply change those values in the saved game, it worked, though only partially.
